Carl is a native of his district having graduated from Deary High School in 1979.
During those high school years he worked for his step-dad who was an independent logger out of Helmer, Idaho.
Carl enlisted in the United States Navy when he was 18 years old. He graduated C1 welding school second in his class and was assigned to the USS Dixon where he served for 5 years. Subsequently he served at the Nuclear Power Training Unit in Idaho Falls and, having served a total of 9 years, was honorably discharged.
He began his civilian career as a craftsman welder in industrial construction and worked his way up into management in mining and deep water drilling.
In 1999 Carl served on the Platform Committee of the Washington State American Heritage Party and as a delegate to the National Convention. At that convention the new name of Constitution Party was adopted.
From 1999 to 2006 in his spare time Carl taught courses from Institute on the Constitution.
From 2007 to 2011 Carl served as the Vice-Chair of the Idaho Constitution Party and currently serves as Chairman for the Latah Republican Liberty Caucus.
Carl is a liberty minded statesman who has worked to champion personal liberty and limit government intrusion. He understands the purpose of government as that which protects individual rights.
Carl currently lives in Kendrick with his wife Juley and their 6 children
